Charlotte is stepping up its public safety efforts with a significant investment in LED street lighting. During the January 6th City Council meeting, officials detailed how enhanced lighting reduces crime, improves visibility, and fosters community confidence as part of the city’s Quality of Life framework.

Transforming Streets with LED Lighting
At the heart of this initiative is a comprehensive plan to replace outdated high-pressure sodium streetlights with brighter, more efficient LED lights. Debbie Smith from the Charlotte Department of Transportation (CDOT) highlighted the far-reaching benefits:
- Crime Reduction: “Data shows that well-lit areas experience a 20–50% reduction in crashes,” Smith noted. Studies also indicate that brighter lighting deters criminal activity.
- Improved Visibility: Pedestrians, cyclists, and drivers can navigate more safely, particularly in high-traffic areas.
- Community Confidence: Brighter streets create a sense of safety and encourage more outdoor activity.
One major success story came from North Tryon Street, where CMPD identified insufficient lighting as a safety concern. Following LED upgrades, CMPD Major Bellamucki remarked, “The brightness now compared to what it was is remarkable.”
Expanding Lighting Across Charlotte
Charlotte has already installed or upgraded nearly 70 miles of street lighting, with additional projects in progress. Key initiatives include:
- W.T. Harris Boulevard Project: An eight-mile stretch from I-77 to I-85 is undergoing a lighting transformation. Design work is wrapping up, making this the city’s largest single lighting project to date.
- Neighborhood Focus: Residential areas with higher crime rates, identified by CMPD, are prioritized for upgrades.
City departments are working closely with Duke Energy to ensure outages are addressed quickly and that lighting improvements align with community needs.
A Holistic Approach to Safety
The lighting upgrades are part of a broader Quality of Life strategy that includes neighborhood engagement, code enforcement, and corridor revitalization. By tackling safety issues from multiple angles, the city is creating long-term solutions.
Rebecca Hefner, Director of Housing & Neighborhood Services, emphasized the importance of collaboration: “Creating safe neighborhoods takes more than law enforcement—it’s about holistic, intentional work with residents.”
This integrated effort also includes outreach to apartment communities, investments in public infrastructure, and beautification projects to enhance the livability of Charlotte’s neighborhoods.
Funding the Vision
Charlotte’s leaders have secured significant funding to support these initiatives:
- $400 Million Bond: Recently approved by voters, this bond includes $238 million for transportation projects like streetlights and sidewalks.
- Sales Tax Revenue: A proposed one-cent sales tax could bring in an additional $102 million annually for safety-related infrastructure.
City Manager Marcus Jones highlighted these funding sources as critical to sustaining long-term progress.

Charlotte’s lighting initiative represents just one piece of the city’s broader efforts to enhance safety and livability. Looking ahead, city leaders plan to expand lighting upgrades, strengthen partnerships with CMPD, and continue addressing safety concerns through neighborhood engagement and enforcement measures.
