While the memorandum does not immediately impact existing leases, its directive to scrutinize legal grounds for terminating them has raised alarms among developers and environmental advocates.

“This is a significant setback,” said Katharine Kollins, president of the Southeastern Wind Coalition. “If they move beyond just pausing permits and start targeting active projects, the legal battles will escalate. Companies are already preparing for that.”

The announcement creates more uncertainty for North Carolina, which is poised to play a pivotal role in renewable energy in the Southeast. Kollins stressed that these delays could jeopardize years of planning and investment.

Local Impacts on Jobs and Energy Goals

The timing of the memorandum is particularly problematic for North Carolina. The state’s Utilities Commission recently ordered Duke Energy to procure over 1.2 gigawatts of onshore wind power by the early 2030s. Offshore wind could significantly offset Duke’s scheduled coal retirements, yet the president’s policy threatens to derail progress.

Justin Somelofske, an attorney with the North Carolina Sustainable Energy Association, argued that the concerns outlined in Trump’s memorandum—regarding marine life and navigation—are already baked into federal permitting processes.

“These aren’t new issues; they’ve always been part of the review. This feels more like political theater than sound policy,” said Somelofske.

Building a single wind farm can take years and cost billions of dollars. Without policy clarity, energy companies may think twice about committing to North Carolina projects. For its part, Duke Energy released a cautiously worded statement, noting it would “evaluate the executive orders” while continuing to work toward reliable energy solutions for its customers.

The ban is about more than just wind turbines. It’s about jobs, economic growth, and the state’s ability to transition to cleaner energy. The Southeastern wind sector has been touted as a potential economic engine, with job creation spanning manufacturing, construction, and maintenance. Those benefits now hang in the balance.
