Brook Hill Village

A 36-acre South End site owned by the Spangler/Cornwell family and ground-leased to Griffin Brothers Companies through Oct 31, 2049. A 418-unit housing community built there in 1950 for Black Charlotteans. Council approved $3.5M in ARPA state and local fiscal recovery funds in 2023 to preserve 100 affordable units, matched by $3.5M from Mecklenburg County; rezoning approved December 2025. A redevelopment program and infrastructure reimbursement request went to the Economic Development & Workforce Committee for information on Sept 8, 2026, with a return to committee in October and a target council action date of Oct 12, 2026.
