Three weeks after Dolly Parton's death, Mecklenburg County has named Friday, Sept. 25, Dolly Parton Day. Smart Start, which mails free books from her Imagination Library to children across the county, is marking it with a party at NoDa Brewing, a book drive and a day of local businesses giving back.
